In a nutshell, having a website brief allows you to specify your goals and aims for the project, as well as any features you want your website to have.
Compare it to buying a car and expecting the salesman to miraculously predict everything you want without you telling them - chances are, you'll end up with a car you didn't want. The same applies when you go to a developer or agency asking for a website without providing a brief.
