Lack of Presidential emergency powers to blame for traffic woes? | ANC Highlights

Philippines Transport Secretary Arthur Tugade renews his plea to grant President Duterte emergency powers to solve the traffic problems in the metro. The senate has resumed its probe into the proposed provincial bus ban along EDSA. Tugade asserts his department would have made headway in resolving traffic problems if the emergency powers were earlier approved. But senate Public Services Committee Chairperson Grace Poe disagrees.
