In the face of growing tensions and concerns on the proliferation of investment schemes, Cong. Way Kurat Zamora delivered his Privilege Speech in search of guidance for citizens and assistance for investment enterprises to comply with government regulation and become legitimate businesses:

“Ang tanong ko bilang boses ng aking mga kinakatawan: posible kayang mahanap natin bilang mga mambabatas ang isang kompromiso o solusyon upang mapaloob ang mga investment scheme sa ilalim ng batas, legal at malaya silang mamuhunan, at mapakinabangan ng marami nating mga kababayan?”
