Why are so many homeowners not taking advantage of low interest rates 2019?

This video is based on some questions which I ask due to the fact 8.2 million homeowners are not cashing in on lower interest rates. Why aren't homeowners cashing out the least amount of equity in years? Why are interest rates dropping when were supposedly living in great financial times?
