In investigating obstruction of justice, Robert Mueller says his special counsel team was bound by longstanding *Justice Department* policy that says a president can't be charged with a federal crime while in office. Charging a president "is unconstitutional," he said, even if the charge is kept under seal. "If we had confidence that the president clearly did not commit a crime, we would have said that," Mueller added, who resigned from his post on Wednesday.
